Draft North Kalamalka Neighbourhood plan to be discussed

The District of Coldstream will be reviewing its plan for the North Kalamalka neighbourhood.

A report on the draft plan for the neighbourhood spanning from West Kal Road to Kalavista Road will be discussed as part of the Long Range Planning Committee meeting Tuesday, May 20.

The plan calls for the neighbourhood to be a “vibrant, walkable community that celebrates its spectacular shoreline and natural landscape, connects residents to one another, and fosters healthy lifestyles for people and pets of all ages” by 2030.

The key elements of the plan include making the Kalamalka Beach the “community heart” as a focal point for recreation, relaxation, and community events; improving accessibility with more amenities at the beach; and responsible stewardship through improvements that address ecological sensitivity such as local plants and best practices for stormwater management.

The short-term action plan for achieving those elements will involve collecting community feedback within a zero to 12-month period, including the plan in future budget. Some of the financial implications of the plan include piloting a dog beach at Pumphouse Beach in 2025; commissioning a full Kalamalka beach plan including landscaping, fencing design and building layouts in 2026; develop a road plan including crossings and active transportation access on Kalamalka and on Westkal to Kickwillie Roads in 2027. Other short-term goals include installing controlled crossing lights, reviewing parks bylaw, assessing existing accesses to Kalamalka Lake and identify ways to improve them, and engage with the public to determine future uses for the former log house site.

In the long term, there will be a parking plan and pedestrian network improvements assessed in the coming one to three years, followed by a major road plan update to realign Kalamalka Road around the beach and tie into Husband Road, and engaging with CN Rail to determine options for re-alignment of the railway.

It was recommended the draft plan be received by the Long Range Planning Committee for information, and then be considered at a future date to be included in Coldstream’s 2025 Official Community Plan.
