Sorry, sorry, sorry: West Kelowna admits communication missteps over water service
City of West Kelowna is offering multiple apologies and working to clear up confusion after sending letters to Rose Valley Water Service Area residents about repaying their share of the $75-million Rose Valley Water Treatment Plant and water main upgrades.
Homeowners have two options: do nothing and begin repaying the debt through property taxes starting in 2026 – about $181 per year for 25 years – or prepay the full amount of $2,750 by May 31 to avoid interest. Prepayments must be made in person at city hall using cash, debit or cheque.
Some residents were caught off guard by the letter. In a statement issued late Thursday, the city acknowledged the process could have been communicated more clearly and sooner. Although the borrowing was approved in 2020, homeowners weren’t reminded until the notices were sent out this spring.
The $181 annual charge may vary slightly depending on the final interest rate when the city locks in its loan with the Municipal Finance Authority in August. The fee applies only to properties within the Rose Valley Water Service Area.
