West Kelowna residents notified of payment options for Rose Valley water project
Property owners in West Kelowna’s Rose Valley Water Local Area Service are now receiving letters outlining how to repay their share of the $75 million Rose Valley Water Treatment Plant and Transmission Mains Project.
The city confirmed this week that notices are being mailed to each affected parcel, offering two repayment options for the $2,750 share per property.
Owners can either prepay the amount in full by May 31 or choose to have roughly $181 added to their annual property tax bill starting in 2026. The city said this financing step is needed to finalize long-term borrowing through the Regional District of Central Okanagan and the B.C. Ministry of Finance.
The long-term repayment option spans 25 years, and the amount may vary depending on the number of property owners who opt in, as well as the final borrowing rate. The annual cost was initially estimated at $150 in 2020 but has risen due to a higher interest rate, currently 4.02 per cent compared to 0.91 per cent at the time of the original estimate.
