Coldstream to allow more electronic participation in meetings

Coldstream council is one step away from changes that the mayor says will give its members more flexibility if they are not able to attend meetings in person.

At its Feb. 12 meeting, council will consider adopting changes to its procedure bylaw that would:

  • allow a council member to attend, by electronic means, up to four consecutive regular council meetings and four consecutive committee of the whole meetings, without authorization of council
  • allow a maximum of two members to participate electronically at any given meeting.

Mayor Ruth Hoyte said the measures will update its 2019 bylaw to reflect changes to the community charter that expand the rules around electronic participation of council members.

“Council is aware electronic participation is not ideal, and truly prefers in person. These changes will give council members flexibility if they’re are not able to attend in person,” Hoyte told Vernon Matters.

Hoyte said the proposed changes include provisions such as allowing a maximum of two council members to participate electronically, in order to maintain a quorum, and additional council members could participate with council’s approval.

“We hope this can provide a balance for council members to be able to participate and be involved in conducting the business of the District of Coldstream,” Hoyte added.

Also at its Feb. 12 meeting, council will consider final approval for scheduling two council meetings per year in Lavington, one in the spring and one in fall.
