Permit will delay start of Kal Beach Pier upgrade

A project to upgrade the Kal Beach Pier in Coldstream is not expected to start until the spring of 2024 at the earliest.

District of Coldstream staff say a request for proposals for the reconstruction or rehabilitation of the aging pier closed on July 21.

The proposals will be evaluated and a recommendation will be brought to council on August 14, 2023.

“Because the pier is in an archaeological permit area, a site alteration permit is necessary and may take up to a year,” the staff report stated.

The pier has multiple failing wooden piles and is showing signs of deterioration.

District staff said earlier this year, the cost to replace the existing structure in its current design and location with steel piles is estimated at $500,000.

Three of the electoral areas of the Regional District of North Okanagan (B,C and D) have approved $70,000 for the project.

In the meantime, parks staff has been monitoring the pier to ensure it remains safe for use.

“Most recently, a ladder needed to be replaced and it will be installed as soon as it arrives. In the meantime, a ladder has been moved to provide easier egress from the lake in that area of the pier,” the report stated.

The District’s director of infrastructure services provided a report to council outlining the status of the District’s other current projects.

The report provided updates on many key items, including the new public works building, park projects, and road upgrades and maintenance.
