Prolific offender facing new charge after latest arrest

A notorious offender in Kelowna is back in custody again, just a few days after being the subject of a rare public warning by police.

Justin Collins, 45, is accused of being in possession of stolen property after a person was seen tampering with a vehicle in a parking lot in the 1400 block of Water Street just after 9:00 a.m. today, Aug. 25.

When police arrived on scene, the suspect was no longer in the area, however through surveillance, investigators confirmed Collins was the offender.

About an hour later, Mounties located and arrested Collins on an outstanding warrant for breach of conditions and possession of stolen property. Investigators are forwarding charges to the B.C. Prosecution Service.

Collins, who is considered a prolific offender, is currently being held in custody awaiting court.

RCMP media relations officer, Constable Mike Della-Paolera, said Collins has been the subject of 423 police files.

“We will continue to do our work professionally, with consistency, while actively engaging all supports and services available. The Kelowna RCMP are advocating for system change to address repeat property offenders that effectively address the underlying and root causes of crime,” said Della-Paolera.
