UPDATE: New seniors housing approved for downtown Vernon

A seniors facility in downtown Vernon has been given the green light to add another four-storey apartment to its site.

McCulloch Court at 3400 Coldstream Avenue is proposing 48 one-bedroom units and was granted variances by city council to reduce the number of vehicle spaces from 204 to 69, bicycle parking spaces from 121 to 31.

The application also calls for increasing the number of accesses from two to three and the required loading spaces from four to two and required.

The reduction in parking sparked some general discussion about downtown parking.

“Parking in the downtown is disappearing at an alarming rate,” said Councillor Scott Anderson.

“Businesses need to encourage their staff to use the downtown parkade instead of parking on the street, ultimately its less expensive than paying parking tickets,” said Councillor Akbal Mund.

Staff noted that senior and low income developments generally require fewer parking spaces, with roughly a third of residents owning a vehicle.

The development will have 54 spaces for mobility scooters and a repair and cleaning station.

The current six-story building with 113 senior rental housing units and commercial space on the ground floor, is operated by the Vernon Pensioners Accommodation Society in partnership with BC Housing.

“The new portion of the building would be built as adaptable units and would include six fully accessible units and an outdoor amenity space on a roof deck. The new housing would meet the criteria for BC Housing funding and consist of: a) 30 per cent affordable market housing (moderate income) b) 50 per cent rent geared to income (housing income limit) c) 20 per cent deep subsidy,” stated a planning report to Vernon council which will discuss the application at today’s meeting.

There would be 161 residential units on the site. The number of commercial units would remain unchanged at four, however there would be an administration/office area included in the proposed addition.
